State law says that when an ordinance is voted on by a council member with a conflict of interest as Sarbjit Bains has in spades, the ordinance is invalid, and the culprit--in this case Councilwoman Bains--must forfeit the public office. In plain language, Sarbjit must resign, or be prosecuted, and any permits issued to the developer can be challenged in court for extending special privileges.
