Blaine Comp Plan Update

Today's letter to Blaine City Council, copied to Whatcom County:

The proposed Resolution 1955-24 adopting a public participation plan for the purpose of initiating the Blaine Comprehensive Plan update reads much like the pervasive propaganda emanating from Blaine City Hall over the last two years designed to hoodwink state oversight agencies and the public at large. The City of Blaine has not lived up to those promises, and it is unlikely it will honor these. 

What Blaine public officials have done is to undermine public participation by design, and to retaliate against individuals who ask uncomfortable, probing questions about official corruption facilitated by Blaine Community Development Services with Blaine City Council's blessing.

Public participation in Blaine is a farce and undermines the validity of Whatcom County's Comprehensive Plan update. There will be a day of reckoning as we pursue federal enforcement of the Clean Water Act in Whatcom County impaired by the dereliction of duty at the Washington State Department of Ecology.

The takeaway is that the city unlawfully fast-tracked upzoning and amending of our existing comprehensive plan in 2024 in order to permit massive development city-wide prior to any public participation in the 2025 comprehensive plan update. This calculated fraud was a conspiracy to violate the Clean Water Act, the State Environmental Policy Act, and the Growth Management Act, making the hoopla about public participation a farce.

The only way to stop them is to take them to federal court. The city has learned nothing about ethics or the rule of law. Believing otherwise is wishful thinking.
