MICHAEL HARMON'S REPORT CARD
Four years of mismanagement by Blaine City Manager Michael Harmon has left the city on the verge of bankruptcy and in the queue for a federal civil rights claim against the city for violating the right to petition the government for redress of grievances (self-dealing by Councilman Mike Hill, Councilwoman Sarbie Bains, and Planning Commissioner Sam Randhawa) and the right to equal protection under the law
Harmon's involvement in demonizing open government activists opposed to self-dealing, and the retaliatory policing marshalled against these citizens by Blaine Police Department under Chief Rodger Funk, has culminated in a Washington State Legislative Ethics Board investigation of State Senator Sharon Shewmake (a WWU professor) for interfering--along with Michael Harmon and Chief Funk's attorney--in the Washington State Criminal Justice Training Commission investigation of Blaine PD.
Harmon's electoral interference in 2025 on behalf of Sarbie Bains, and his promotion of a so-called anonymous letter defaming the open government activists holding him accountable, led to Mayor Steward's attack on the activists in September 2025 and the death threats against them a month later.
Harmon's manipulation of public hearings on major developments in Blaine (over the city's drinking water aquifer, and uphill from Birch Bay Village) threatens public health and safety to benefit developers. The developers took over the Blaine City Council in January 2026, and the city is about to be sued in federal court. Meanwhile, it is no longer advisable to drink municipal tap water in Blaine and Birch Bay.
The Legislative Ethics Board meets on October 19 to discuss Shewmake's collaboration with Harmon.
