RACKETEERING REPERCUSSIONS

The City of Blaine, Washington took a wrong turn in early 2023, when newly-hired city manager Mike Harmon and Mayor Mary Lou Steward schemed to put Blaine in the black by enticing unscrupulous developers to build thousands of new homes without abiding by state and federal environmental laws, or having to pay for infrastructure upgrades. In 2024, Blaine public officials on the city council and planning commission began self-dealing by amending the municipal code to financially benefit themselves. 

By Fall 2025, the mayor and city manager were so caught up in manipulating the local city council election and retaliating against citizens who complained about municipal racketeering that Whatcom District Court issued protection orders for four open government activists threatened with murder by a friend of the mayor. In 2026, complaints were filed by the victims of retaliatory policing in Blaine with the Washington Criminal Justice Training Commission, and later with the Washington Legislative Ethics Board against the mayor's friend Washington State Senator Sharon Shewmake for interfering with the CJTC investigation. https://www.youtube.com/watch?v=By7F2O9AfnY&t=32s

Federal lawsuits against the city are expected in 2027.

CARA PROTECTION DISTRICT PROPOSAL

November 24 letter to Whatcom County Council : Protect ing  Blaine and Birch Bay Critical Aquifer Recharge Areas (CARAs) Whatcom County oversees many special purpose districts with taxing authority to meet public needs. A  CARA Protection District  for Blaine and Birch Bay that can purchase the east Blaine and Birch Point CARA properties under county jurisdiction in order to protect our joint public water supply system, reduce flooding, and control urban pollution fits that purpose well.  Combined with improved stormwater management in the Drayton Harbor and Birch Bay watersheds, putting these aquifers in public hands would allow for public health, educational and recreational opportunities within an area beset by luxury, gated, planned unit developments. THREATS HAVE CONSEQUENCES

November 9 letter to Whatcom County Prosecutor: On November 4, Whatcom District Court Judge Angela Anderson signed four one-year protection orders against David Brudvik. Mr. Brudvik threatened four citizens by name at the Blaine City Council town hall on October 13. Brudvik was ordered to surrender any firearms and other weapons to the Sheriff's Department. He may not contact or come within 1,000 feet of the four petitioners for protection.  Blaine Mayor Mary Lou Steward attended the court hearing, and Blaine Chief of Police Rodger Funk was called as a witness by Brudvik. I expect that the mayor is concerned about City of Blaine liability for her inciting violence against us that led to Brudvik's threat.
