LETTER TO WA CRIMINAL JUSTICE TRAINING COMMISSION
[July 6, 2026 letter to WA Criminal Justice Training Commission investigator Bruce Lantz:]
Dear Mr. Lantz,
As I noted in my July 3, 2026 email to CJTC Community Liaison Lauren Caputo Allen, I have not yet received my requested copy of the CJTC internal investigation report of the mishandling of my certification complaints case opened on March 6, 2026, closed on June 8, 2026, and hastily reopened on June 10, 2026 due to egregious procedural defects. I need this as well as all my public records requests completed prior to scheduling my interview. Due to the fact I will not have all my public records requests until August at the earliest, and require adequate time to review them, we cannot practically proceed with my interview until after Labor Day.
Additionally, my public records requests to the State Legislature regarding Senator Shewmake's correspondence related to my case that includes 1) Shewmake's May 18, 2026 email to CJTC Director Jerrell Wills, 2) the May 18, 2026 email from CJTC Certification Assistant Director Kimberly Bliss to Senator Shewmake, and 3) respondent Chief of Police Rodger Funk's attorney Rebecca Singleton June 10, 2026 email to CJTC Investigations Division Manager Mike Devine--all of which prejudiced my CJTC investigation--has yet to give me an ETA for fulfillment. This interference with my case by Senator Shewmake and the corruption of my case file by CJTC staff have put me in an adversarial relationship with the CJTC, requiring that I obtain pro bono legal counsel to protect me from further harm by the State of Washington, the City of Blaine, and the City of Ferndale.
One thing I will be examining the record for is the indicated interference by Blaine City Manager Mike Harmon, working in tandem with State Senator Sharon Shewmake, CJTC Assistant Director Kimberly Bliss, CJTC Investigations Division Manager Mike Devine, Blaine Chief of Police Rodger Funk's attorney Rebecca Singleton, and the Blaine City Attorney to prejudice the outrageous CJTC investigation of my complaints. I have alerted the WA ATG office of this governmental misconduct by a state agency that violates my constitutional rights.
As CJTC staff Jason Hicks observed on 2/25/26 (see Action Log), my case file warrants investigation--not a coverup. Already under a November 4, 2025 civil protection order from Whatcom District Court, I am trying to avoid being murdered due to governmental misconduct. CJTC incompetence and indifference so far amounts to reckless disregard for human life, and institutional arrogance at its worst. I am especially alarmed that CJTC Commissioner Trishandra Pickup chose to prejudice my case by talking about it on Facebook while the case is still open.
5/18/26 Senator Shewmake emails CJTC Director Jerrell Wills defaming and endangering me.
5/19/26 CJTC Investigator Catey Avaava closed my investigation, and recommended DECLINE of my retaliatory policing complaints.
5/20/26 CJTC Chief Investigator Hector Pantoja reviewed investigative reports, and agreed with closure of my case investigation.
6/1/26 CJTC Investigations Division Manager Mike Devine approved DECLINE of my complaints.
