APPOINT ADMINISTRATIVE LAW JUDGE

The State Criminal Justice Training Commission is incapable of conducting an impartial investigation of retaliatory policing by Blaine PD. The governor needs to appoint an administrative law judge to investigate and rule on our complaints against Blaine PD, Ferndale PD, as well as against the CJTC for misconduct. 

Using the same CJTC administrative chain--Director Wills, Assistant Director Bliss, Investigations Manager Devine, and Chief Investigator Pantoja--to oversee Part Two of the certification complaints investigation is not acceptable. Unless the Commission replaces the top brass, Part Two of the investigation is tainted before it begins.

As we continue to uncover further egregious CJTC procedural defects that happened after reopening our unlawfully closed cases through public records requests--estimated fulfillment in August--the dirty secrets covered up in Part One materially undermine the Commission's credibility, and cry out for independent review by an administrative law judge. The CJTC cannot be trusted.

This three-part drama that began with retaliatory policing by Blaine PD, followed by a fake investigation by Ferndale PD, is now a 'three strikes' situation with the CJTC frameup and apparent coverup. 

To remove ourselves from the current impasse due to CJTC procedural defects, the Commission should request that the governor appoint an administrative law judge to take over the investigation of these certification complaints, and now administrative complaints against the CJTC itself.

The CJTC is incapable of conducting an impartial investigation of these complaints. The governor needs to appoint an administrative law judge to investigate and rule on our complaints against Blaine PD, Ferndale PD, as well as against the CJTC for violating our constitutional rights.
