WITNESS INTIMIDATION

June 23 letter to Criminal Justice Training Commission:

Hi Lauren,

I want to reiterate the constitutional rights concerns raised in the June 22, 2026 letter to you from complainant Donna Blaine. My entire involvement in Blaine civics over the past two years has focused on establishing an enforced code of ethics for Blaine officials. This was vigorously opposed by Mayor Steward, who retaliated on September 8, 2025 over my speaking with Councilman Lewis about using Ferndale's code of ethics as a template.

The reason I was targeted for retaliation by Chief of Police Rodger Funk and Mayor Mary Lou Steward on June 8, 2026 is because I exposed self-dealing by Blaine Councilman Mike Hill (2024), Blaine Planning Commissioner Sam Randhawa (2025), and Blaine Councilwoman Sarbjit Bains (2026), which led to resignations by Hill and Randhawa. I sent evidence of self-dealing by Bains to the Whatcom County Prosecutor, who declined to get involved.

As an eyewitness to municipal corruption 2024-26, I have been encouraged by public support from the Washington Coalition for Open Government, which endorsed our efforts to obtain public documents withheld by the city. Those documents included governmental misconduct, including perjury and fraud. For this, I was threatened with murder on October 13, 2025 by a supporter of Mayor Steward, who subsequently was the subject of civil protection orders by Whatcom District Court Judge Anderson.

Like Donna, I question the integrity of the CJTC, and have done intake with legal counsel to protect me from further governmental abuse of authority that denies me protected speech and petitioning rights under the constitution. The assurances not honored by the CJTC led to the June 8 witness intimidation by Chief Funk and Mayor Steward. 

1995-96, I was a cooperating witness to the FBI, contributing to the convictions of seven Christian Patriot white supremacists in Seattle U.S. District Court for making bombs. The FBI never revealed my identity, let alone called the press to have my photo published. I have initiated requests for assistance in relocating outside Whatcom County for my safety. As a disabled senior living in subsidized housing, that's tough. In 2017, I assisted Northwest Justice (legal aid) in preserving our senior housing in Blaine in our federal lawsuit. Now, I have to give up my housing to stay alive.

There is apparently no witness protection program for witnesses against government criminal enterprise, only against private sector criminal enterprise. As a whistleblower against governmental misconduct, that's a dangerous position to be in.

I'm not just looking to decertify Chief Funk, Chief Huffman, and Officer Hart; I want a strong letter of rebuke to them from the CJTC, and a recommendation from the CJTC to ask for an FBI investigation of the Blaine and Ferndale officials involved in framing upstanding citizens seeking government transparency and accountability as criminals. While it might be tempting to refer this to the state AG, there is no trust in a fair review by state agencies.

The CDN article about the  East Blaine de-annexation  and UGA Swap excludes any mention of the extensively documented Blaine Water Coalition objections we sent to CDN well in advance. I feel this is not fair and balanced coverage. CDN reporter Julia Tellman attended the July 14, 2025 Blaine City Council meeting where as a city council vacancy applicant I introduced myself as a member of the Blaine Water Coalition (BWC) speakers bureau, and provided both an oral and written presentation with alleged legal violations by the city related to the proposed UGA Swap, as well as BWC's legal objections to previous well-documented evidence of City misconduct. CARA PROTECTION DISTRICT PROPOSAL

November 24 letter to Whatcom County Council : Protect ing  Blaine and Birch Bay Critical Aquifer Recharge Areas (CARAs) Whatcom County oversees many special purpose districts with taxing authority to meet public needs. A  CARA Protection District  for Blaine and Birch Bay that can purchase the east Blaine and Birch Point CARA properties under county jurisdiction in order to protect our joint public water supply system, reduce flooding, and control urban pollution fits that purpose well.  Combined with improved stormwater management in the Drayton Harbor and Birch Bay watersheds, putting these aquifers in public hands would allow for public health, educational and recreational opportunities within an area beset by luxury, gated, planned unit developments.
