NO TRANSPARENCY IN WA STATE

June 27 letter to Morgan Damerow, WA Attorney General Chief Transparency Counsel:

Dear ATG Chief Transparency Counsel Morgan Damerow,

I am an open government activist in Blaine who is under a November 4, 2025 civil protection order from Whatcom District Court after being threatened with murder on October 13, 2025 by a friend of Blaine Mayor Mary Lou Steward for opposing self-dealing (see attached) by Blaine public officials. My constitutional rights have now been violated by the Washington Criminal Justice Training Commission (CJTC), WA State Senator Sharon Shewmake, and Rebecca Singleton--legal counsel for respondent Blaine Chief of Police Rodger Funk--who used reputational attacks to discredit me prior to my being interviewed by CJTC investigators. Counselor Singleton submitted Senator Shewmake's defamatory letter to the CJTC in order to influence the investigation, despite containing no evidence of the senator's unfounded and malicious allegations against me. 

My January 21, 2026 CJTC certification complaints against Blaine and Ferndale police officers for retaliatory policing are 2026-0000039,  20260125-0002, and 20260126-0002. I attach my June 26, 2026 complaint to the Legislative Ethics Board against Senator Sharon Shewmake for her attached May 18, 2026 letter to CJTC interim executive director Jerrell Wills, interfering in the CJTC investigation, which was opened on March 6, 2026. 

Additionally, Rebecca Singleton, counsel for respondent Blaine Chief of Police Rodger Funk, on June 10, 2026 contaminated the public record by inserting the attached unsupported, harmful hearsay that CJTC Investigations Division Manager Mike Devine allowed into the record. Because the CJTC prematurely closed my case on June 8, 2026, and then reopened it on June 10, 2026 due to egregious procedural defects--including not interviewing complainants, not producing an Investigation Report, and Commissioner Pickup talking about my case on Facebook--I have asked that the CJTC refer my case to the FBI.

On the June 13, 2005, DEMOCRACY NOW! show, host Amy Goodman interviewed former FBI Special Agent Mike German, domestic counterterrorism expert, and undercover operative investigating violent white supremacists in the U.S. In 1996, Agent German worked undercover in the Pacific Northwest, culminating in Seattle U.S. District Court convictions of Christian Patriot white supremacists for making bombs. The undercover operation was initiated based on field research by Jay Taber and Paul de Armond, whom German refers to as cooperating witness/public citizens.

CARA PROTECTION DISTRICT PROPOSAL

November 24 letter to Whatcom County Council : Protect ing  Blaine and Birch Bay Critical Aquifer Recharge Areas (CARAs) Whatcom County oversees many special purpose districts with taxing authority to meet public needs. A  CARA Protection District  for Blaine and Birch Bay that can purchase the east Blaine and Birch Point CARA properties under county jurisdiction in order to protect our joint public water supply system, reduce flooding, and control urban pollution fits that purpose well.  Combined with improved stormwater management in the Drayton Harbor and Birch Bay watersheds, putting these aquifers in public hands would allow for public health, educational and recreational opportunities within an area beset by luxury, gated, planned unit developments. THREATS HAVE CONSEQUENCES

November 9 letter to Whatcom County Prosecutor: On November 4, Whatcom District Court Judge Angela Anderson signed four one-year protection orders against David Brudvik. Mr. Brudvik threatened four citizens by name at the Blaine City Council town hall on October 13. Brudvik was ordered to surrender any firearms and other weapons to the Sheriff's Department. He may not contact or come within 1,000 feet of the four petitioners for protection.  Blaine Mayor Mary Lou Steward attended the court hearing, and Blaine Chief of Police Rodger Funk was called as a witness by Brudvik. I expect that the mayor is concerned about City of Blaine liability for her inciting violence against us that led to Brudvik's threat.
