CRIMINAL JUSTICE COMMISSION VIOLATES CIVIL RIGHTS
[June 10, 2026 letter to AAG Noah Purcell]
Dear Associate Attorney General Purcell,
I am a complainant to the CJTC, which opened an investigation of Blaine and Ferndale police officers for retaliatory policing against me as an open government activist for exposing self-inurement by three Blaine public officials, and fraud by two others. In Blaine, citizens are now fearful of participating in civics. Our local newspaper vilified open government activists opposing municipal corruption, so fear is to be expected. We are not yet a police state in Washington, but in Blaine we are.
On Monday, June 8, 2026, the CJTC posted notice on its website that my three complaints had been declined, and the investigation that opened on March 6, 2026 was closed. Blaine City Manager Mike Harmon announced it at the June 8 Blaine City Council meeting, and The Northern Light news emailed me on June 9 for comment. Problem is, I was never interviewed by a CJTC investigator, as is required under CJTC procedure.
On June 9, I contacted Lauren Caputo-Allen, CJTC community liaison, as well as Kimberly Bliss, CJTC Assistant Director, Certification, to inform them of the unlawful closing of my case. This morning I learned that the CJTC commissioners met last night and reopened my case. This experience does not induce trust in the commission's competence, nor faith in its integrity. It looks and smells like a whitewash, ripe for federal court.
Open government activists in Blaine have been targeted for harassment by the mayor's allies, and on November 4, 2025, Whatcom District Court Judge Angela Anderson issued civil protection orders for the four, including myself, who received death threats from a convicted violent felon friend of Mayor Mary Lou Steward, who supported the felon's death threat video on Facebook.. As you can see in my blog posts PROSECUTING WHITE COLLAR CRIME and COMMUNICATION BREAKDOWN/RETALIATORY POLICING, the City of Blaine is a criminal enterprise.
We need the AG to open an investigation into racketeering by Blaine officials, as well as into retaliatory policing that deprives us of equal protection under the law. Blaine Chief of Police Rodger Funk sent officers to my doorstep to intimidate me for opposing municipal corruption. What are you going to do?
