MEET WATER PLANNING MATTERS

I am a low-income senior and open government advocate who just filed a civil rights complaint with the EPA against the City of Blaine for threatening legal action against our group Water Planning Matters, in retaliation for our adjudication request for a declaratory order from the Washington Department of Health, to prevent contamination of our public water system that provides drinking water to the 17,000 residents of Blaine and Birch Bay. 


I also filed a complaint with the Washington State Auditor regarding widespread misconduct by Blaine officials--including self-dealing and supporting death threats against Water Planning Matters leaders. Municipal corruption is exemplified by the current city proposal to eliminate civic participation, public scrutiny, and government transparency for city environmental decisions. These Title 17 SEPA Zoning Text Amendments to the Blaine Municipal Code violate the civil rights of low-income citizens of Blaine to challenge harmful decisions, without paying $5,000 up front.  

I am additionally a complainant to the Washington Criminal Justice Training Commission (CJTC) against Blaine Police Department for violating my constitutional rights to free speech and equal protection under the law. The CJTC opened an investigation of BPD on March 6, after BPD officers attempted to intimidate Water Planning Matters leaders in Whatcom District Court and at our private homes. On March 23, Blaine City Council attempted to usurp CJTC authority by supporting police misconduct while in the middle of the state investigation.

The CDN article about the  East Blaine de-annexation  and UGA Swap excludes any mention of the extensively documented Blaine Water Coalition objections we sent to CDN well in advance. I feel this is not fair and balanced coverage. CDN reporter Julia Tellman attended the July 14, 2025 Blaine City Council meeting where as a city council vacancy applicant I introduced myself as a member of the Blaine Water Coalition (BWC) speakers bureau, and provided both an oral and written presentation with alleged legal violations by the city related to the proposed UGA Swap, as well as BWC's legal objections to previous well-documented evidence of City misconduct. CARA PROTECTION DISTRICT PROPOSAL

November 24 letter to Whatcom County Council : Protect ing  Blaine and Birch Bay Critical Aquifer Recharge Areas (CARAs) Whatcom County oversees many special purpose districts with taxing authority to meet public needs. A  CARA Protection District  for Blaine and Birch Bay that can purchase the east Blaine and Birch Point CARA properties under county jurisdiction in order to protect our joint public water supply system, reduce flooding, and control urban pollution fits that purpose well.  Combined with improved stormwater management in the Drayton Harbor and Birch Bay watersheds, putting these aquifers in public hands would allow for public health, educational and recreational opportunities within an area beset by luxury, gated, planned unit developments.
