FALL 2025 POLICE MISCONDUCT TIMELINE
September 29 Donna M. requests criminal Official Misconduct investigation into Blaine Chief of Police Rodger Funk and Mayor Mary Lou Steward. Chief Funk refers request to Ferndale Police Department.
October 9 Donna M. submits public records request for mayor's texts and emails regarding apparent election interference by her and other Blaine officials.
October 13 David Brudvik, a convicted violent felon, threatens to murder Donna M. and three other critics of the mayor during a Blaine town hall meeting.
October 14, Donna M. reports death threat to FBI.
October 15 Death threats victims start making reports to Blaine Police Department. During one intake call, that never appeared in the police report, Officer Zachary Taxdahl tells Donna M. that no death threat had occurred.
October 16 Chief Funk, with a criminal investigation into him pending, ignores his clear conflict of interest, and emails the entire department, stating, “I have discussed this issue with the County Prosecutor and there is no probable cause for a crime from this incident.” Funk's officers then suppressed evidence that contradicted that conclusion, leading to the predetermined outcome.
October 16 Chief Funk notified by Donna M. that a Certification Complaint would be filed with the Criminal Justice Training Commission (CJTC) seeking revocation of his certification as a law enforcement officer.
October 17 Chief Funk texts Ferndale Chief of Police Matt Huffman stating, “Can you call me this morning.”
October 17 Chief Huffman emails Richard Hart, FPD officer investigating Funk, stating, “Can you make it a priority to finish this case? Apparently, there is now a complaint filed with CJTC, so Chief Funk is going to need our report.” Chief Huffman gives Chief Funk, the suspect in Ferndale Police Department's criminal investigation, an update on the case saying, “The report is not done yet. Hart is off until Monday so I will get an update for you early next week.”
October 20 Chief Funk and Deputy Chief Brent Greene travel to Whatcom Courthouse to hand deliver their conflicted report to the prosecutor’s office.
November 4 Chief Funk, in full uniform and accompanied by Mayor Steward, testifies on behalf of the felon threat maker without a subpoena in four civil protection order hearings in Whatcom District Court. Judge Angela Anderson, who asked Funk why he kept control of the investigation with a conflict of interest, found that Brudvik's threats were “true threats” to murder four named victims.
