The UGA Swap to increase the city limits in the Semiahmoo headlands lacked any public participation, Environmental Impact Statement, or analysis of financial impacts to Blaine taxpayers for increased sewer and stormwater treatment. It lacks any analysis of the capacity of the city aquifer to provide adequate water for doubling our population.

The Central Business District rezones were unlawful, with two Blaine officials voting to approve despite having direct financial conflicts of interest. No EIS was done, despite a known toxic waste cleanup site at Hill's Chevron.

The Planned Commercial District Urban Mixed Use rezone was approved by Blaine Planning Commission, despite Commissioner Randhawa having a direct financial conflict of interest. Blaine Water Coalition filed a formal complaint against the city with the Washington State Auditor and Washington Attorney General on June 14, 2025.
