In the urban planning course at Western Washington University, one of the segments examines the intentional desecration of the Lummi Nation burial ground on Semiahmoo Spit by the City of Blaine in 1999 to build a sewer treatment plant as an example of how NOT to do urban planning.
Twenty-five years later, Blaine AGAIN serves as an example of reckless and lawless urban planning, as Community Development Services sets out to destroy the city aquifer for a mobile home park, and Semiahmoo Spit for a 211-unit condominium complex on the site of the former Lummi Nation village.
