Payoffs

For his February 2023 efforts assisting with the fraud involved in changing the Blaine Municipal Code to allow a mobile home park in the Critical Aquifer Recharge Area, and his manipulation of the financially conflicted Downtown Advisory Committee in June 2023, Alex Wenger was promoted in November 2023, with a pay raise, to director of Blaine Community Development Services. In April 2025, after committing a Class C Felony by altering public records in February 2025, Wenger was given another pay raise.


Mike Harmon, Blaine City Manager, is a tenant of Skip Jansen, developer of the unlawful mobile home park. It might be worth investigating if he pays market rate rent.

Peter Ruffatto, Blaine City Attorney, deeply involved in advising Harmon and Wenger on how to get away with breaking the law, has seen his billable hours double to where he is making $30,000 per month.

1/30/25 letter to City of Blaine : BLAINE'S SHAME CCTV of Blaine City Council member Mike Hill accosting community activist Otto Pointer at the November 13, 2024, council meeting. Mike Hill, owner of Starbuck's and Chevron, as well as a downtown and CARA developer, has not recused himself when voting on zoning amendments to the Blaine Municipal Code that financially benefit him.
