March 4, 2025, Blaine Water Coalition files Notice of Intent to Sue the City of Blaine with the Washington State Department of Ecology (DOE), Washington Attorney General, and U.S. Army Corps of Engineers over Blaine City Council's refusal to adopt the 2024 DOE Western Washington Stormwater Management Manual, noting the threat to Waters of the United States (Drayton Harbor) from the toxic contamination of groundwater at Hill's Chevron.
April 2025, DOE orders the City of Blaine to use the 2024 manual on the Downtown Revitalization Project which includes the contaminated area across from Hill's Chevron.
May 12, 2025, Blaine City Manager Mike Harmon at the Blaine City Council meeting accuses Blaine Water Coalition spokesman Otto Pointer of making "various misstatements, false allegations, and disinformation" regarding the toxic waste site at Hill's Chevron noted in my letter to the city BLAINE TOXIC COVERUP.
