Blaine Criminal Enterprise Update

The Blaine Municipal Code and Shoreline Management Plan are non-compliant with the Whatcom County Comprehensive Plan and Washington State Growth Management Act, having significantly reduced critical area protection and shoreline setbacks that violate the State Environmental Policy Act and Clean Water Act. Even the deficient Blaine setbacks are routinely violated by Community Development Services director Alex Wenger by handing out variances to developer friends at Freeman Real Estate and elsewhere, rendering the 2025 Blaine Comprehensive Plan update both meaningless and fraudulent. 

This coordinated effort by the City of Blaine to increase property tax revenues and development permit revenues by rezoning for higher density without conducting Environmental Impact Studies anywhere, including one-thousand-home Urban Growth Areas that will "significantly increase Blaine utility bills" and pollute Drayton Harbor, makes Blaine's comprehensive plan invalid.

The preposterous proposal by Mr. Wenger to place a 'UGA Swap' measure on the ballot without first conducting an Environmental Impact Study as required by law is doomed to failure. Voters cannot legally vote on a measure that on its face violates the State Environmental Policy Act and Clean Water Act. We need to know the environmental consequences and utility rate increases, as well as the capacity of the current city water supply and sewer treatment plant BEFORE we can make an informed vote on such a mammoth undertaking.

Mr. Wenger, who has built a career on fraud, has been running our city for three years, with the council and planning commission little more than his puppets. I just read the transcript from the last planning commission meeting, and I was appalled at the brushing aside of citizen concerns about documented corruption and environmental harm, as well as the subsequent incoherent discussion by commission members, supplemented with more dismissive remarks by Mr. Wenger, which were never challenged.

1/30/25 letter to City of Blaine : BLAINE'S SHAME CCTV of Blaine City Council member Mike Hill accosting community activist Otto Pointer at the November 13, 2024, council meeting.
