Alex Wenger Part One

March 3, 2025, Blaine Water Coalition files appeal of Determination of Non Significance (DNS-2025006) by Blaine Community Development Services director Alex Wenger for the UMU rezone of two properties on Cain Creek and Dakota Creek respectively. The appeal was denied due to insufficient funds ($2,500 for appeal).


March 5, 2025, Blaine Water Coalition submits its substantive environmental and procedural objections as written public comments to Blaine Planning Commission for inclusion in the record for the March 13, 2025 UMU rezone hearing. These comments note unlawfully reduced shoreline setbacks and critical area protections.

March 13, 2025, Blaine Planning Commission holds hearing on the UMU rezone at which Alex Wenger fails to disclose to the commission chair Calvin Armerding that Planning Commissioner Sam Randhawa has a direct financial conflict of interest as real estate agent for the owners of the two properties under consideration. The rezone was approved 6-0.

Post-March 13, 2025, Alex Wenger prepared the official Planning Commission Recommendation for the city council omitting Blaine Water Coalition objections.

April 28, 2025, Based on the misleading recommendation document, Blaine City Council passes Ordinance 25-3028 adopting the UMU zoning without the critical stormwater requirements and other legally required state and federal environmental protections for Cain Creek, Dakota Creek, and Drayton Harbor documented by Blaine Water Coalition that were purged from the public record by Alex Wenger.

Altering Public Records is a Class C Felony--Injury to a Public Record RCW 40.16.010.

This felonious action by Alex Wenger prevented council members from making an informed decision. The injury to the public record is the creation of a fraudulent derivative record with the clear intent to deceive the city council and induce a legislative decision based on incomplete and misleading information.

This impeded the city council's ability to engage in informed deliberation, make sound voting decisions, and fulfill their duty of care.
