County Comp Plan Farce

4/21/25 letter to Whatcom County:

The Whatcom County 2025 Comprehensive Plan Update is a farce. Public participation is limited to emailing comments that no one responds to, while bureaucrats collaborate with building and real estate lobbyists to update our plan for their benefit at the expense of our communities. 


In the City of Blaine, our comprehensive plan update that you are mandated under state law to supervise and harmonize with that of the county has been corrupted by 1. a FREE SPEECH BAN for the last fourteen months, under which Blaine citizens are forbidden from orally addressing our city council at their meetings, 2. HABITUAL VIOLATIONS of the Growth Management Act, State Environmental Policy Act, and Clean Water Act by Blaine Community Development Services, and 3. the FAILURE OF WHATCOM COUNTY to intervene despite numerous requests to the Whatcom County Executive, Whatcom County Prosecutor, and Whatcom County Council over the past year.

By your neglect of your duty under the law to ensure meaningful public participation in planning our future and public policy for the next decade, you invalidate the county plan and expose it to legal challenge in both state and federal court. Blaine Water Coalition will hold you accountable.

Letter to County Prosecutor

To Mr. Eric J. Richey, Whatcom Prosecuting Attorney, 311 Grand, Ste. 201, Bellingham WA 98225 I write to you as Whatcom County Prosecuting Attorney in hope you will protect the rights of the people of Blaine from a city government that--due to embedded corruption--is unable to effectively govern and is putting our health and prosperity at risk by their unlawful acts. 1/30/25 letter to City of Blaine : BLAINE'S SHAME CCTV of Blaine City Council member Mike Hill accosting community activist Otto Pointer at the November 13, 2024, council meeting. Mike Hill, owner of Starbuck's and Chevron, as well as a downtown and CARA developer, has not recused himself when voting on zoning amendments to the Blaine Municipal Code that financially benefit him. This self-dealing is against the law.
